In the Central African region, the Democratic Republic of Congo (DRC) is accelerating the digital reform of its defense and security system. For a long time, the country's military and security departments have faced severe challenges such as lagging personnel identity management and a lack of biometric infrastructure. Analysis indicates that the lack of biometric technology at the police and military levels makes personnel tracking extremely complex; audit reports also show a large number of non-compliant or unverifiable identity information records within security departments. To fundamentally solve this problem, the DRC authorities have listed a biometric identity registration program as a core task of national security reform. Against this backdrop, HFSecurity's palm vein recognition device has been successfully deployed in the DRC for military personnel identity management. In this project, the client independently completed the system integration and development based on HFSecurity's open technology platform, deeply integrating palm vein recognition capabilities into the military identity management system, providing solid technical support for the DRC's defense and security construction.

Military personnel identity management places extremely stringent requirements on security, accuracy, and reliability. Traditional identification methods—such as paper credentials, IC cards, and simple passwords—expose a series of fatal flaws in military scenarios: credentials are easily forged, cards can be misused, passwords are easily leaked, and it is difficult to achieve a unique binding between personnel identity and biometric features. In the Democratic Republic of Congo, with its high personnel mobility and complex security situation, these shortcomings directly threaten the security of military facilities, armories, classified areas, and border control. Military administrators urgently need an unforgeable, contactless, and high-precision biometric technology capable of accurately collecting, uniquely binding, and rapidly verifying military personnel identities, while also supporting deep integration with existing military management systems.
HFSecurity's palm vein recognition device uses near-infrared light technology to read the distribution of subcutaneous veins in the palm for identity authentication. Palm veins are an internal physiological feature of the human body, hidden beneath the skin of the palm, making them extremely difficult to replicate or forge, and can only be read by a living person—photographs, screen captures, and prosthetic models all fail to pass verification. This technology is widely recognized as one of the most secure biometric technologies currently available, with recognition accuracy comparable to iris recognition.

Compared to fingerprint recognition, palm vein recognition does not require contact with the device surface, eliminating the risk of fingerprint duplication or "theft," and is unaffected by conditions such as peeling skin, moisture, or dirt on the fingers. Compared to facial recognition, palm vein recognition is unaffected by changes in lighting or camouflage. This characteristic is particularly crucial in military scenarios—the vein distribution in a soldier's palm remains unchanged throughout their life, unaffected by external environment or physiological state, ensuring long-term stability and reliability of identity verification. Palm vein recognition technology has been practically applied in security management in defense, military industry, military ammunition depots, and military restricted areas.
The core highlight of this project in the Democratic Republic of Congo lies in the client's high level of independent integration capabilities. Instead of using standardized off-the-shelf software, the client's technical team independently completed the deep integration of the palm vein recognition system with the military identity management platform, based on the open technology platform provided by HFSecurity. Through this open architecture, the client achieved the following core capabilities:
Establishment of a military biometric database: The palm vein characteristic information of active-duty and reserve military personnel is entered into the system, forming a unique and tamper-proof biometric ID that corresponds one-to-one with personnel files.
Accurate identity verification: Palm vein recognition terminals are deployed at key locations such as military facility entrances and exits, armories, and classified areas. Military personnel can complete identity verification simply by raising their hand, preventing forgery and impersonation.
Hierarchical access control: Differentiated access permissions are set according to different military ranks and positions, ensuring that personnel can only enter authorized areas.
Data security and compliance: All biometric data is encrypted and stored locally on the device, supporting purely local deployment and meeting the stringent requirements of the military field for data sovereignty and security compliance.
